   Bangladesh is embracing both conventional and renewable sources of
   energy to meet its existing and steadily growing demand for power. In
   this process, the country is aiming at exploiting its available solar
   potential, predominantly promoting grid-connected solar power.
   The project Energy Efficiency and Integration of Renewable Energy into
   the Grid in Bangladesh is a part of the development cooperation
   programme Renewable Energy and Energy Efficiency. The project is
   designed for a duration of 30 months starting from April 2018.
   The Objective of the project is: decision-makers in the energy sector
   have improved the conditions under which stakeholders can integrate
   solar power into the grid and improve efficiency in the power grid.

   The project will work with relevant ministries and other important
   stakeholders in the energy sector of Bangladesh to achieve the
   objective and will follow a multi-stakeholder approach at several
   levels and will intervene in 3 fields of activity (components), namely;
   developing required framework conditions, strengthening the technical
   capabilities of the transmission grid operators to integrate solar
   energy and improving efficiency monitoring of the distribution grid
   with focus on smart grid technologies.
   GIZ is looking for a consultancy firm that can assist with the
   implementation of the broad range of activities under the
   abovementioned components.

   Objektive Kriterien für die Auswahl der begrenzten Zahl von Bewerbern:
   The candidates will be rated in a 3-part process:
   1) adherence to formal criteria and completeness of the documents;
   2) eligibility of the candidates. This will be evaluated according to
   the eligibility assessment grid. Criteria are: annual turnover, number
   of employees, reference projects and technical experience in thematic
   areas;
   3) should more than 6 bidders be eligible, the bids will be evaluated
   according to the technical assessment grid and according to the
   following criteria and set percentage Points.
   For the comparative evaluation we use the references and declarations
   submitted by the bidders:
   1. technical experience (up to 5 specialist areas, including
   cross-cutting themes) 50%:
   a. Renewable Energy Policy and Strategy 10%;
   b. Power System Planning and RE Grid Integration 30%;
   c. forecasting, scheduling and balancing 15%;
   d. distribution Grid Efficiency / Planning 15 %.
   Regional experience in the region Southern Asia 15%.
   Experience of development projects (ODA-financed) 15%.

   I. Within the framework of the basic project described in the terms of
   reference, GIZ reserves the right to award contracts for additional
   services of this type up to the amount of the current tender to the
   successful company in this procedure by means of a negotiated procedure
   without a prior call for competition, or to enter into a follow-on
   contract pursuant to the criteria listed in the terms of reference and
   the contract.
   II. (1) An application is only possible using the required documents
   provided by the Contracting Authority (compare I.3) of this notice
   communication). The documents must be completed in English. Formless
   applications will not be considered. The documents must be submitted
   together in triplicate, on time and sealed.
   (2) Consortia must already apply as consortia. The subsequent formation
   of a consortium is not possible.Consortia have to provide the required
   information for every member. They have to mark this information
   accordingly, designate a lead partner and authorise this member to
   represent the consortium andreceive payments for all members in
   discharge of the liability for the Contracting Authority. A formal
   agreement to this effect must be signed by each member of the
   consortium and attached to the request to participate.
   (3) The Contracting Authority reserve the right to cancel the contract
   award procedure, if they receive fewer than 3 requests to participate.
