   Brazil published new climate indicators in September 2015 and announced
   to reduce its greenhouse gas (GHG) emissions by 43 % till 2030 compared
   to 2005. In addition to the in-creased use of renewable energy, Brazil
   is striving for an energy efficiency improvement of 10 percent. The
   transport sector is responsible for more than half the consumption of
   fossil fuels and Brazilian energy-related GHG emissions. According to
   the Ministry of the Environ-ment (Ministério do Meio Ambiente, MMA),
   Brazil's direct carbon dioxide (CO2) emissions have increased from
   about 60 000 000 tonnes (t) CO2 in 1980 to 213 000 000 t CO2 in 2012
   (Germany 2014: 161 000 000 T CO2). Despite the strong use of ethanol
   and biodiesel in Brazil, 49 per cent of emissions are due to the
   combustion of diesel fuel and 33 per cent to the combustion of
   gasoline.
   According to a forecast by the Brazilian Energy Planning Authority
   (Empresa de Pesquisa Energética, EPE), the fleet of passenger cars is
   expected to triple by 2050, of which 11.8 million (about 9 per cent)
   are purely electric vehicles. Guided by the global trend, Brazil is
   also increasingly focusing on energy-efficient propulsion systems
   (electric vehicles and plug-in hybrid systems), especially in local
   public transport and municipal transport, to meet its climate
   requirements. Investments in the construction of production capacities
   and the acqui-sition of electrically operated buses are supported by
   the development bank BNDES. How-ever, market and vehicle approvals for
   electric and plug-in hybrid vehicles are hardly growing, since the
   prerequisites for the broad use of energy-efficient propulsion systems
   are missing (core problem).
   The objective of the project is therefore: The prerequisites for a
   broadly effective use of en-ergy-efficient propulsion systems have been
   created.
   The project is based on federal level, but pilot projects shall be
   implemented in cities and states that still need to be selected.
   The DKTI project will work on the meso and micro level and is divided
   into three components: (1) the development of a strategy to promote
   energy efficient propulsion systems; (2) standardization and
   regulation, and (3) business models for energy-efficient propulsion
   sys-tems. The focus will be on plug-in hybrids and purely electric
   vehicles (technology approach) in public transport, as well as in
   private and public fleets (fields of application). Experiences from
   demonstration projects are part of the design of promotion and
   incentive mechanisms.
   Cooperation with the private sector (e.g., vehicle manufacturers,
   suppliers, energy suppliers or fleet operators) is sought. The scope
   and content of the co-operations shall be determined during the
   duration of the project.

   of a consortium is not possible. Consortia have to provide the required
